The first step in the SMRP grant application process is to submit the two annual reports that are required to both stay in compliance with past SMRP grants and to apply for future grants.  Both reports are accessed and submitted using your municipality’s ReTRAC account.  Please be sure to use the existing account for your municipality; do not create a new ReTRAC account.  If you do not know who the ReTRAC account holder is for your city/town, contact This email address is being protected from spambots.   1. The Calendar Year 2018 Recycling and Solid Wastesurvey will be available on ReTRAC as of January 2, 2019 and is due by February 15th.  This report is required if your municipality:
  • Received a SMRP grant in the last two  years
  • Intends to apply fora SMRP grant in April 2019
  • Intends to apply for Technical Assistance or a Recycling IQ Kit grant


All other municipalities are encouraged to submit.  The survey must be submitted via ReTRAC.  

  1. The Calendar Year 2018 Recycling Dividends Program (RDP) Spending Reportwill also be available on ReTRAC as of January 2, 2019 and is due by February 15th.  This report provides us with information on how your community has spent RDP funds.  If you have been awarded RDP funds in the last five years, completing this report is mandatory.   A sample copy of the RDP Annual Report is available on the RDP webpage for reference; however it must be submitted via ReTRAC.  Scroll down on the webpage to find “6.
